When I start in Joppa I usually just wander around killing snapjaws and crocs and fulfilling the Plus, you get some nice guaranteed loot that way. When I start in Joppa I usually find it easier and much more reliable to at least try the water tunel first rather than going to red rock by foot and risking getting lost in between. The water logged tunel for exemple is well doable even at low level.
